How the process works
- MTA published a notice with a range of proposed changes (you can see the notice at the bottom of this page).
- MTA schedules public hearings where anyone who is registered may comment on the proposals.
- MTA considers all of the comments, including those made during hearings and comments sent to us online or by phone or mail.
- Following the hearings, after considering public comment, the boards of the MTA and its affiliated agencies will decide which potential fare and toll adjustments and policy changes to adopt.
Hearing format
There are two types of hearings: public hearings and satellite hearings. Because of the ongoing pandemic, all hearings will be virtual. They will take place on Zoom, with a livestream available.
- Virtual public hearings will include live public comments and a Q&A function with MTA subject matter experts. MTA leadership and board members will be present.
- Virtual satellite hearings will be recorded and transcribed, without a Q&A period. MTA leadership and board members will not be present at satellite hearings.
Comment registration for each hearing is open until there are 240 minutes of comments scheduled. People who have not previously spoken at a virtual hearing will be given priority. Each person has two minutes to speak.

Register to comment during a hearing
You must pre-register to speak at a virtual public hearing. Registration for all hearings opens on November 23 at 10 a.m.
To register, follow the links in the schedule below, or call the Public Hearing Hotline at 646-252-6777. Telephone agents are available from 6 a.m. to 10 p.m. Eastern daily.
Registration for each virtual public hearing will close at 5 p.m. the day before the hearing is scheduled. All comments will be transcribed and made part of the permanent record of these hearings.

Accessibility and language services
At the virtual public and satellite hearings, CART Captioning and American Sign Language services will be available.
People who are deaf or hard of hearing can use their preferred relay service or the free 711 relay service, and then ask to be connected to the Public Hearing Hotline at 646-252-6777 to speak with an agent.
People who are blind or have low vision can request accommodations on or before December 14, 2020, by submitting a request online or by calling the Public Hearing Hotline at 646-252-6777.
If you need language assistance or any other accommodations, please submit a request at least three business days before the scheduled hearing date. You can do that:
- Online (Once in the Customer Feedback form, select “Public Hearing” as the MTA Service and “Fare and Toll Hearing” as the Type of Feedback. Select submit, and choose “Request Accommodations” on the next page.)
- By calling the Public Hearing Hotline at 646-252-6777
- By sending a letter to the mailing address above.
If you submit a request for language services at least three business days before the hearing, we will provide translated information on the hearing process.
We will also ensure that any public comments received in a language other than English are translated, included in the hearing transcript, and summarized for the MTA board.
